We have flies outside. How do i kill them? Our neighbor has a poopy dog. We have diapers. Help!?

1. Ummm....EVERYONE has flies outside. You can't really kill them out there. You simply need to be a little cleaner to downplay the fly activity. Diapers need to go into a covered garbage pail away from the house. And your neighbor needs to start scoopin' the poop in a more timely manner. All that stench is attracting the flies. If you cut down on that, your fly problem will dramatically drop.
2. You can make a fly trap from a plastic drink bottle. Cut off the shoulder and neck evenly and place something that will attract the flies inside, then reverse the shoulders and neck and push back into the bottle. Some tiny holes in the base allow the scent to flow out, but make sure they are too small for flies to get through Some flies will go inside but will not find their way out. You might need a lot of these to make any difference. Place away from the house. There are millions of flies though and there is not much you can do about them except to remove or cover whatever attracts them. Alternately get ultraviolet traps.
3. You can kill them with a Fly trap: Fill a quart jar with this mixture. 3 cups of water ¼ (one quarter) cup sugar ¼ (one quarter) cup white vinegar Mix, punch holes in the lid, and set it where needed. Try to double wrap the soiled diapers & keep in an enclosed garbage can with a tight lid. The quicker you get rid of the diapers the better. You can then use things that are said to repel flies. Some add vinegar &/or Eucalyptus oil to spray flies. Sweet Basil is said to keep flies away.
